JOB INFORMATION

Educational Requirements

  • Must be a higher education graduate (preferably in public administration, economics, or business administration).

Experience Requirements

  • Must have at least 10 years of experience in a public institution.

Required Qualifications

  • Must meet the general qualifications specified in the Civil Servants Law No. 657 and the Higher Education Law No. 2547.
  • Must possess leadership and management skills and have knowledge of administration and governance.
  • Must have decision-making and problem-solving abilities to effectively carry out the assigned duties.

Required Competencies

  • Must have knowledge of management and organization, human resources management, and laws, regulations, and legislation related to administrative operations.

BRIEF JOB DESCRIPTION

According to Article 51-b of the Higher Education Law No. 2547:

“Each faculty has a faculty secretary who reports to the dean and heads the faculty's administrative organization. In institutes and vocational schools, the secretary reports to the institute or school director. If necessary, additional managers and personnel may be assigned to support office and internal service duties. The division of tasks among these personnel is determined by the secretary and approved by the dean or director.”


DUTIES AND RESPONSIBILITIES

According to Article 51-c of the Higher Education Law No. 2547:

"General secretaries and secretaries serve as rapporteurs in the boards of the institutions they are affiliated with, without voting rights."

Additionally, Article 38/b of the Decree Law No. 124 on the Administrative Organization of Higher Education Institutions states:

"The administrative structure of a faculty consists of the faculty secretary, the secretariat office, and, as needed, units for student affairs, personnel, library, financial affairs, and support services. The establishment of these units in a faculty is determined by the Higher Education Council upon the proposal of the respective university. The faculty secretary, the secretariat office, and affiliated units, if any, are responsible for carrying out the faculty’s administrative services."

Under these regulations and other relevant legislation, the faculty secretary ensures the execution of all administrative services within the faculty and reports directly to the faculty dean.

  1. Has the authority to fulfill the responsibilities and duties listed above.
  2. Can use necessary tools and resources for carrying out activities.
  3. Has signature authority for official documents.
  4. Can assign tasks, direct, oversee, and correct the work of subordinate personnel.
  5. Has the authority to warn, request information and reports, and take necessary actions to ensure compliance with regulations.
